Following an agreement between the Egyptian Ministry of Agriculture & Land Reclamation, and the French Ministries for Foreign Affairs and for Agriculture & Fisheries, the Office of Agricultural Research and Sustainable Development (ORD²) has been established in 2008.The Office follows the French Food Aid Counterpart fund and is considered the inheritor of its initial resources. The Office supports the capacity-building of Egyptian Institutions related to the agricultural research and sustainable development .

After a period of success has continued for almost 25 years, BLAFE through that period has managed about 150 projects in the different fields of Agricultural Development with an amount of LE 370 million, The Office's activity has been transferred to be the Office of ORD² and the office will follow up all the projects which has been financed through The French Food Aid Counter
